Kentucky Transportation Cabinet is upgrading its license system so that 15 year olds can schedule a written permit test appointment starting today after Governor Beshear signed House Bill 15. The new law lowers the permit age from 16 while keeping the rules for a full license unchanged—applicants still need a birth certificate and Social Security card.
